With reference to your Despatch No. 235
of the 17th. July, 1901, on the subject of a German lunatic,
I have the honour to inform you that another case of a some-
what similar nature has recently arisen.

A German subject named Hermann Baetke was
on the 26th. January, admitted to the Lunatic Asylum suffering
from mania. He had been Chief Engineer on board the French
Steamer *Hoihao", belonging to Messrs. Marty, and attempted
to commit suicide by jumping overboard. On the Ship's arrival
at longkong Baetke was paid off from the Ship, and he was
admitted to the Asylum therefore as a German subject and not
as the employee of French Shipowners. A request was made to
the German Consul for payment of the cost of his maintenance
and Medical treatment in the Asylum, and he was also asked to
make arrangements for sending the patient back to Germany.
The Consul replied that according to a
Franco-German Agreement the German Authorities have to take
care of French sailors who fall sick while in the service of
a German Ship, and vice versa; and therefore repudiated any
liability in the present case. I attach a copy of this letter,
